Road Safety and Parking Enforcement

Tuesday 10th May 2011

Hartlepool Borough Council have been working to improve road safety and promote the use of sustainable transport modes to help create a safer, cleaner and greener environment and bring health benefits for pupils. You may be aware that all schools in the town have a Travel Plan in place to promote walking and cycling to school and a range of measures such as pedestrian and cycle training, safer routes to school schemes, 20mph zones and parking education and enforcement have been put in place to support this aim.

Despite this, one issue that is consistently raised by schools, pupils, parents, and residents is that illegal and unsafe parking is continuing to occur outside of schools in the town. This parking puts pupils, parents and other road users at risk and can deter pupils and parents from walking and cycling to school.

To help improve the situation, Hartlepool Borough Council are launching a ‘Camera Car’ to provide more efficient and effective enforcement of the parking restrictions outside of schools. This means that each school will be visited more frequently than can currently be achieved by Civil Enforcement Officers alone.

The Camera Car will use Automatic Number Plate Recognition technology to detect offences for review by Civil Enforcement Officers prior to a Penalty Charge Notice of a £70 fine (reduced to £35 if paid within 14 days) being issued. The camera car will begin operations and detecting offences this week.

We work to enable and encourage parents and pupils to use sustainable modes of transport to get to school where possible, but we recognise that for various reasons, some pupils do need to be driven to school. In these cases we would urge drivers to think of the safety of others and observe parking restrictions or face a significantly increased risk of receiving a Penalty Charge Notice.
